The Inter-Tribal Council of Nevada (ITCN), in coordination with the Walker River Paiute Tribe (WRPT), is requesting proposals from qualified Design-Build teams for the design and construction of a new early childhood education and childcare facility located in Schurz, Nevada, on Walker River Paiute Tribe trust land.

Total project budget: approximately $2.0–$2.5 million
Funded by the federal Child Care and Development Fund (CCDF), supported by ARP and CCDBG discretionary funds
Single contract — progressive design-build with accelerated delivery
Target construction completion and turnover: March 2027

Federal & Tribal Compliance
This is a federally funded procurement. Responding firms must meet 2 CFR Part 200 requirements, federal bonding (5% bid guarantee / 100% performance / 100% payment), SAM.gov registration, and the Walker River Paiute Tribe TERO ordinance (3% fee). The scoring rubric includes a 10-point preference for Native/Tribal ownership and management. Tribal, MWBE, and Native-preference firms are strongly encouraged to respond.
